Greetings !!.... I am a foreigner who has been trying for 10 years to obtain an RNE in order to open a bank account. There are so many restrictions and obstacles in Brazil that I was never successful in opening an account. I am able to transfer funds internationally in one day, and I can also use the banking features in Brazil (like Pix).
