A disgusting company! I’ve had water ingress for months on end! They’ve refused point blank to fix the damn roof. They’ve gone as far as to lie & say that roofers have been up over winter, & found no fault!
But, no scaffolding has ever been up! Even with a notice from Housing Standards they’ll still refuse to do maintenance work!!!!
A homeless woman urinated on the ground floor of our Apartment Building & Horizon only used Air Fresheners to deal with this. It stinks!
I then had low water pressure for weeks & then no water for 3 days straight! They’d known the water pump in the basement was damaged, but only replaced it after the extent of Horizon & Leef Properties negligence was shared with Housing Standards!
One of the contractors that attended a few months ago (who told me he works with Oliver @Horizon) poured grout down the toilet!!!! This could have blocked it!!!!
One of the workman has also left a boot print on one of walls! This is abuse!!!! I strongly suspect it was the same one that poured grout down the toilet!!!!! Like Leef Horizon has no professional integrity.
Edit: Response-Horizon has repeatedly lied about the issues with the roof. I’ve recently been made aware that another tenant’s ceiling is coming down, due to the roof leak! In Horizon’s initial response to my review-Horizon publicly shared my address!! No sorry, no nothing!
Edit: There’s significant water ingress from the roof in the adjacent building, which Horizon has known about for 2 years, & has refused to address. This is really concerning as the water ingress is on the tenant’s fire exit. (I’ve already submitted the evidence to the relevant authorities & they’ve sent me a letter about this).
From my SAR I note it took the Council mentioning Enforcement Action & Fines for Horizon to finally fix a damaged water pump, which they’d known about for 6 weeks.
Note how Horizon won’t engage in the points around sharing my address online (which could have put me at risk of DV), or the inconsistent accounts they provided myself & Housing Standards about their investigative work into the roof.
Lastly, stating I’m going to report Horizon to regulators is not a threat, it’s a legitimate form of escalation, & it’s really bizarre to label a report to a regulator as a ‘threat.’

We are sorry that you remain dissatisfied, despite the considerable time and resource Horizon Management has expended in attempting to resolve the matters you’ve raised.
To clarify for the benefit of others reading this review: there are two separate issues. The first, reported over winter, concerned internal condensation which was assessed by contractors and found not to be caused by any roof defect. This was communicated to you and to Housing Standards at the time.
The second matter, reported more recently, relates to possible water ingress which is potentially from the roof. As soon as this was brought to our attention, we instructed a roofing contractor to investigate. We are liaising with your appointed lettings agent to facilitate and ensure you are kept informed via a third party.
We take our responsibilities seriously and have liaised with the local authority throughout. No formal enforcement action has been raised against us, and we continue to act professionally in line with our obligations.
However, due to the volume and nature of your communications - which have included repeated threats of legal and regulatory action, personal accusations, and public misrepresentation - we have taken the decision to limit direct interaction. All further updates will be channelled through your lettings agent.
We regret that a constructive dialogue has not been possible, but we remain committed to acting professionally and transparently in all dealings.

Avoid this property management company at all costs!
Having seen other similar reviews about this company, I can only say it seems the experience with them is widespread and not isolated to my building. I have been left without a reliable water supply for five days as of today (02 Mar 2025), extending to taps, showers and toilets, and they do not care. Despite repeated requests from myself, the local council, landlords and other residents, they have done nothing to resolve the issue. Their neglect extends beyond just my flat—the communal areas are filthy, damaged, and in desperate need of maintenance. The walls are unpainted and damaged, a leak has been left unattended outside the main door, and the lift is constantly breaking down, making daily life incredibly frustrating.
This company takes no responsibility for the buildings they manage and have zero concern for their tenants’ well-being. If you’re thinking of renting or buying a property managed by them—stay away!
Edit 15 July 2025: Contacted Horizon 4 times over the last 2 weeks due to the lift in the building not working. No response to any emails and still no working lift. This is absolutely appalling and leaves residents who cannot climb multiple flights of status, trapped in their flats. They have also been contacted regarding the ceiling and wall of my flat cracking, with the risk of the plaster falling from the wall and still no response. Photos attached of the building and the lack of care from Horizon. I will be again contacting the local council due to structural safety concerns.

Firstly, regarding the lift we acknowledge there were two separate occasions in July when the lift experienced faults. On both occasions, the lift contractor attended promptly and the issues were resolved within a few days. As of 26th July, the lift was confirmed to be in full working order. We understand that any lift outage is inconvenient, particularly for those unable to use the stairs, and we apologise for the disruption caused.
Your emails regarding the lift were received and responded to, including updates on attendance by the lift contractor. We note your concern that these issues are recurrent, and as such we have asked our contractor to assess if the recent faults are linked to a broader underlying issue so that we can seek a long-term resolution.
In relation to the reported cracks within your property: we have reviewed our records and found no prior correspondence from you on this issue. Had we been aware, we would have investigated it further. Please note that structural concerns are taken seriously, and if you believe there is a significant risk, we invite you to report this again directly to us with photographs so that we can arrange for a suitable inspection.
Regarding the condition of the communal areas: we are currently partway through a programme of redecoration within the block. The photos you have posted appear to pre-date the recent works. The previously filled areas were the prep work for the redecorations and the majority of works have now been completed (painted), and the remaining works are due to be completed imminently, including the section adjacent to the lift and the installation of corner protection to prevent further damage from delivery trolleys used by NHS workers who attend to other residents.

To my subjective feeling, they take very high payment, and provide service that is empty from human touch. No personal connection, does not recognize the human in front of them.

Horizon Block Management was appointed to manage the development following a First Tier Tribunal (FTT) case, not by individual agreement, but through the statutory legal process – which grants us authority to raise and collect service charges on behalf of the landlord. This legal process does not require a signature or contract from each leaseholder individually.
Your comments regarding high charges and lack of communication overlook key facts:
- Service charges are not arbitrary: The charges are based on actual costs needed to address long-standing disrepair at the block which were detailed in the FTT management plan and agreed by the Tribunal panel. These works are essential for the safety and upkeep of the development and are reviewed against a set budget.
- Management fees are regulated: Our fees are not only reasonable, but were agreed through the Tribunal process that considered the circumstances and the scale of work required and are fixed for 3 years.
- We have attempted contact for over a year: All correspondence was issued to the address listed on the Land Registry, which is your responsibility to keep updated with the Land Registry or ourselves. Multiple reminders and statements were sent with no response and this was following correspondence to all leaseholders advising that we had been appointed by the Tribunal and to make contact with us to provide contact information.
- Late payment fees were added only after extended efforts: These were applied in line with our arrears policy, and only after repeated unacknowledged attempts to engage. Non-payment affects the cash flow for essential services at the block and unfairly burdens other owners.
We understand that receiving a large bill after a long period of disengagement may be upsetting. However, it is important to engage promptly with managing agents to avoid misunderstandings and the escalation of charges.
Should you wish to resolve this matter constructively, we continue to be available to assist via our contact details. However, we cannot waive legitimate fees incurred due to a failure to respond over a sustained period.

Constant issues with building, very poorly managed and not looked after.
Bin room is moldy due to leak for 6 months. Bin room is not emptied often to the point rubbish is stacked to the ceiling.
They hire contractors that cover fire alarms putting everyone's lives at risk.
Things fall apart continuously as building isn't looked after. The front door constantly breaks and homeless people get access to the building and steal parcels.
Biggest issues I would say is the lack of maintenance, the building is disgusting and not cheap to live in either. The Second would be the fire risks.
Whatever response they want to respond back with is irrelevant as look at the photos, that's all the proof you need.

At Kelham Works, Alma Street, Horizon Management has failed to address a serious rat infestation in our apartment. While they contacted a pest control professional, his response has been insufficient—he only called us to say he needed to purchase tools for an inspection, which has not been done for over two weeks.
The rats are chewing through electrical wires above our ceiling (of the apartment), causing flickering lights and a serious fire hazard.
The apartment is unsafe to live in, and despite reporting the issue, no action has been taken to resolve it.
The inspection of potential entry points for the rats was never conducted. The holes in the walls, which could have allowed rats to enter the ceiling space above our apartment, were never sealed. This lack of action to prevent further infestation is incredibly frustrating and disappointing.
As someone who sought refuge in this country, believing the UK to be a great nation, it is disheartening to witness such negligent and indifferent behavior from service providers. We, as paying tenants, deserve a fair treatment.
We are now forced to seek help from legal consultants and relevant authorities.

We have also had a fixed wire test completed which confirmed there are no signs of rodent damage to any electrical installations or wiring in or around your property.
We have been working closely with a professional pest control company as well as the local authority pest control teams in relation to the surrounding businesses, to address the issue comprehensively. Their teams have been inspecting the building and implementing treatments and proofing works where applicable.
