Poor quality job and extremely argumentative interactions. Its a shame

I asked for a detailed quote outlining the electrical work required for my 70 m² apartment. He did not take any notes during the visit and later returned with a generic quote of €11,000. After a few emails, I had to provide a detailed list of all the required work, including a printed layout marking the locations and number of sockets, which I handed over to him. We agreed that all old wiring would be replaced.
Kevin reassured me repeatedly that they were “flexible” and would take care of everything. He promised that the work would be completed in three days by himself and two workers. In reality, the job stretched over three weeks and still wasn’t completed. Only one person was working intermittently, showing up for just a couple of hours each day. I had paid an advance of €5,500 and became increasingly concerned about the quality and pace of the work.
Midway through, Kevin demanded an additional €5,000 before even completing the job. He installed a large electrical box that blocked the coat rack door. When I pointed this out, he argued that I should change the door because the box couldn’t be smaller. After multiple complaints, his brother Jonathan eventually corrected the issue.
He refused to install any sockets in the bathroom, claiming it was unsafe due to moisture, leaving no outlet for a hair dryer or trimmer. He later told me I should call the person who installs mirrors to install two sockets along with mirror. On the final inspection day, I questioned why the light cables weren’t replaced and why the earthing wire was missing. He insisted the internal wiring had been done, and only two wires were visible externally.
Kevin quoted €322 for a ventilation fan but installed a unit worth only €28 Airope. When I asked about this, he claimed the cost was for a 1-meter wall opening, not the fan itself. Throughout the project, he made false promises, missed deadlines, and gave misleading information. On one Saturday, he assured me the work would be done by morning. He kept delaying—afternoon, then evening—before finally messaging that he wouldn’t show up at all. I wasted the entire day waiting. He came later without even a copy of the print I gave him. Extremely reckless.
Sockets were left unfinished, cables in the hall were exposed, and when the painter requested to temporarily remove the sockets for painting, Kevin refused, saying it wasn’t his job. Despite several pending tasks, he kept demanding full payment and proposed leaving €500 as a holdback while he completed the rest “later.” Regarding the cables left on the floor he told dont worry I will tell the painter to hide the cables.
A cracked wall and many poorly fitted sockets remained. On inspection day, he insisted on receiving the remaining €5,000 (in addition to the €5,500 already paid) before doing any more work. When I asked him to finish the job first as agreed, he threatened to withhold the keys and even made alarming threats to damage the existing wiring if I didn’t pay immediately.
Out of concern for my family and to avoid further conflict, I paid a total of €10,000 for unfinished work. He agreed to this settlement and promised to return the keys once the final €4,500 was transferred. However, when I completed the transfer, he said he would wait two more days until the funds cleared before returning the keys. A bank confirmation of trasfer was not sufficient for him. He eventually dropped them off in my mailbox after the delay.
Throughout the interaction, I had to consult lawyers and French-speaking friends for guidance. The experience was not only deeply disappointing but also distressing. The work delivered was grossly overpriced and the entire process was marked by unprofessionalism, unreliability, and intimidation.
